DTI PETITIONS TO WIND UP COURTNEY AGENCIES ("COURTNEY") and BIG INTERNATIONAL, BUSINESS INCENTIVE GAMES, BIG OR B.I.G ("BIG")

The Secretary of State for Trade and Industry has presented petitions in the High Court to wind up the businesses of COURTNEY and BIG as unregistered companies under the provisions of the Insolvent Partnerships Order 1994 SI -1994/2421 in the public interest following investigations under Section 105 of the Financial Services Act 1986 (as amended).

On the application of the Secretary of State the Court on 21 May appointed the Official Receiver as provisional liquidator of Courtney and BIG pending the hearing of the petitions on 8 July 1998.

COURTNEY has been offering members of the public the opportunity to make investments in BIG offering returns of 4.25% per month. COURTNEY also offered incentives to agents who introduce new investors.

COURTNEY was under the control of Raymond Patrick Grant, Paul Philip Hesling and Daniel Ward who have each operated bank accounts into which investments from the public have been paid.

BIG in addition to offering investment opportunities purported to operate an international free lottery.

BIG INTERNATIONAL'S FORMAL
NOTICE OF INTENT

Due to action taken by the Secretary of State for Trade and Industry and statements made against BIG International by The Treasury Solicitors during the last two weeks, our humanitarian organisation has decided to take the following directive actions.

>From Friday the 22nd of May 1998 to Tuesday 26th of May 1998 we sent thirty two representatives from different parts of the World to the United Kingdom. (All legally trained).

Purpose of this action was to protect the humanitarian organisation assets named BIG International from illegal action currently being taken by the British Government against the Citizens of the United Kingdom.

Representatives of BIG International have removed all equipment assets which have been paid for by BIG International to a safe location outside the Jurisdiction of the United Kingdom.

We have sold or exchanged all United Kingdom currency held. (Total two billion pounds sterling).

We have removed over seven billion pounds from shares of companies incorporated within the United Kingdom.

We have closed all long term investments by BIG International into manufacturing projects within the United Kingdom. The five year value of this investment into the United Kingdom was twenty four billion pounds spread over thirty two new manufacturing developments.

We are still holding United Kingdom Financial Instruments to the value of twelve billion pounds which will be disposed of during the next three months.

We are still holding United Kingdom Banking Instruments to the value of seven hundred million pounds sterling, which will be disposed of by the end of June.

All service contracts within the United Kingdom are now discharge dated 28th May 1998. The accounts of Free Lottery holders, number range 15000000 upwards are now frozen, for two months, pending the outcome of illegal actions taken against United Kingdom Citizens by the British Government.

This number range will be replaced by a number range from another nation outside the jurisdiction of the United Kingdom.

The holders of Lottery ticket number range 15000000 will still be included into the lottery each week and prizes for this number range will be placed into the Players account.

WHY WE HAVE TAKEN THESE ACTIONS

BIG International received notification that The Secretary of State for Trade and Industry within the United Kingdom with the assistance of the Bank of England, forced all British Banks and Credit Card organisations to break Client Confidentiality.

All Credit Card orders and Cheques received from Players of the 15000000 number range have been monitored by all British Banks and clearance houses and reported to The Secretary of State for Trade and Industry within the United Kingdom. This isn't only an infringement of United Kingdom Client Confidentiality, it includes the banking confidentiality of all Players internationally who registered with the 15000000 number range via the United Kingdom.

We will provide proof of the action taken by The Secretary of State for Trade and Industry in relation to the breaking of banking confidentiality, from paperwork served upon United Kingdom Citizens via The Treasury Solicitors at Queen Anne's Chambers, 28 Broadway London SWlH 9JS United Kingdom.

We have received over seven million pounds in cash for the 15000000 number range. These Players are not affected in relation to banking confidentiality. Cash Players privacy is affected by the FACT that the Royal Mail tampered with sealed and registered mail (proof of this action is taken from documents served by The Treasury Solicitors and Royal Mail employees who are Players of the Free Lottery and have made statements in relation to actions taken by them during their employment with Royal Mail) under the instructions of The Secretary of State for Trade and Industry, which breaks all international agreements relating to Mail delivery. We have instructed Attorneys to prepare compensation claims against the British Governrnent.

Two major newspaper owners are to be independently investigated, in relation to articles printed within their publication under investigative reporting, which are well known to the British Public. BIG International's Attorneys have prepared documents to freeze international assets of these newspaper owners until compensation payments are agreed between all parties in relation to inaccurate statements made by reporters employed by these owners.

Unfortunately, these actions have and will bring retaliation by the British Government against given British Citizens who have provided services to BIG International, and have been named in papers served by The Treasury Solicitors. Substantial compensations packages will be paid independently by BIG International to these individuals.

BIG INTERNATIONAL CALLS ON ALL OTHER HUMANITARIAN ORGANISATIONS DEALING WITH INDIVIDUALS FREE RIGHTS TO JOIN WITH BIG INTERNATIONAL IN THIS FIGHT

We are given to understand that a number of organisations have been closed down illegally by the Secretary of State for Trade and Industry within the United Kingdom, we would like to hear from all involved within these organisations, especially the Organisers, Directors or Owners.

United Kingdom Citizens who have trusted our organisation and became Players, will understand why we at BIG International maintained such a high level of secrecy. We had been warned about the type of illegal action the British Government would take against its own Citizens, but really didn't believe it.

We realise that this method of communication could be closed by the British Government to all United Kingdom Citizens, but due to considerable investment into telecommunications we have structured alternative communication systems.

Due to illegal action taken by the British Government no future mail should be sent to the UK address until further notice.
